POLICY AND LAW
1. Develop, adjust, and implement policy to meet local, state, and federal requirements and constitutional provisions, standards, and regulatory applications;

2. Recognize and apply standards of care involving civil and criminal liability for negligence, harassment, and intentional torts;

3. Demonstrate an understanding of state, federal, and case law governing general education, special education, and community education;

4. Demonstrate an understanding of the role policy plays in school district governance and administration;

5. Demonstrate knowledge of statutory regulations affecting School Board meetings, communications, procedures, and practices;
As a Superintendent, it is imperative to have clear and succinct Board of Education agendas, minutes and other supporting documents completed in a law-abiding timeline.  I developed, distributed and posted the following agenda following these strict guidelines.

6. Demonstrate an understanding of the roles and responsibilities of the School Board.
The St. James Board of Education began a Strategic Planning process in the 2013-2014 academic year.  The Board had briefly returned to the documents, both data and plan, since that time.  In the Fall of 2015 I updated both documents and led the Board of Education through the information, discussion and planning based on the findings and updated narrative.  As a Superintendent, keeping these plan and initiatives in front of the Board of Education at every meeting and planning session will be imperative.  These are the places where issues of inequities, biases and traditions can clearly be stated and solved.

In December 2015, $23,900,000 of bonds needed to be sold following the taxpayers' successful vote for building and renovation.  Our Superintendent was unable to attend the schedule meeting.  I was privileged to be the administrator that facilitated this meeting with the Board of Education and the purchaser of the bonds.
